A transaction may be reconciled if:
- The transaction is part of a survey that has been CLOSED, and the transaction took place in either:
- The current calendar month, or
- The prior calendar month
- The transaction is part of a survey that is LIVE or PAUSED, and the transaction took place in the prior month
